Moving to Turkey for the Long Haul: A Resident's Guide to the Property Residence Permit (2026)

Owning a Home Is Not the Same as Living There

Plenty of Norwegians and Swedes already own a place along the Turkish coast. A summer flat near Alanya, a winter base out of the rain, somewhere the grandchildren visit in August. But owning the property and being allowed to live in it for months at a time are two different things, and the gap between them surprises people.

A Turkish title deed gives you a home. It does not, on its own, give you the right to stay. To live in Turkey for longer than a tourist visa allows, part of the year or all of it, you need a residence permit or citizenship. This guide is about the first path, the one built around a property you already own or plan to buy: the short-term residence permit, and the day-to-day reality of holding one as a long-term resident rather than a passport collector.

The distinction trips up more Scandinavian buyers than you might expect. A tourist stamp lets you enjoy the place for a few weeks at a time, but it never adds up to a settled life. The moment you want to overwinter, register with a local doctor, or simply stop counting days against a visa limit, you have crossed from visiting into residing, and the paperwork changes with you. The good news is that the property you bought for the view is also the asset that secures your right to stay near it.

The official name is the Kısa Dönem İkamet İzni, the short-term residence permit. The body that runs it is the Presidency of Migration Management (Göç İdaresi Başkanlığı, often shortened to PMM), and your actual file is handled by the Provincial Directorate of Migration Management in whichever city you settle in. Those two names matter, because the rest of your relocation runs through them.

What the Permit Actually Gives You

A property-based short-term permit is issued for a maximum of two years at a time under the 2026 rules, and you renew it for as long as you keep the property in your name. That cadence shapes how you live. You are not applying once and forgetting it; you settle into a rhythm of holding the permit, then renewing it, year after year, while your home anchors the whole arrangement.

To qualify on the property route, the home has to clear a value bar. Since 16 October 2023 the threshold has been USD 200,000, applied flat in every province, and it is unchanged in 2026. The figure is not your declared sale price or a rough market estimate. It must be confirmed by an SPK-licensed valuation report, prepared by an appraiser authorised by Turkey's Capital Markets Board. Only residential property counts, a house or apartment, owned 100% in your own name on the Tapu (title deed). Commercial units, farmland and shared ownership do not qualify.

It is worth being clear about what this route is and is not. The residence permit is not citizenship. Citizenship through real estate sits at a much higher USD 400,000, carries a three-year sale-lock written onto the deed, and is permanent once granted. The residence permit asks for less money and locks up nothing, but it is conditional: it lives and dies with your ownership of the qualifying home. Sell the property and the basis for the permit goes with it. For someone whose plan is simply to live in Turkey, keep the flat, and renew calmly, that trade is usually the right one.

The e-ikamet Journey, Step by Step

The whole application begins online, through the e-ikamet portal at e-ikamet.goc.gov.tr. There is no paper form to mail and no agent you are forced to hire, though many newcomers use one for the language. The flow is consistent:

1. Create an account on the e-ikamet portal.
2. Complete the online application form for the short-term permit.
3. Upload your scanned documents.
4. Book an in-person appointment at your Provincial Directorate.
5. Attend in person to give biometrics and hand over your original documents.

The in-person step is unavoidable, so factor it into your travel. Appointment waits in Istanbul run around three to six weeks, and the city you choose changes how busy the queue is.

The document list is where most first-timers stumble, so it pays to assemble everything before you start the form. You will need a valid passport (with at least 60 days left beyond the permit period you are asking for) plus a copy, biometric photos, the Tapu in your name, the SPK valuation report, proof of address, a Turkish-licensed private health insurance policy, and a bank receipt, the dekont, showing the funds were transferred from your own account. Any document in Norwegian, Swedish or English must be translated into Turkish by a sworn translator (yeminli tercüman) and, in most cases, notarised.

Two insurance lines deserve their own attention, because Scandinavians often assume their home-country cover travels with them.

The first is health insurance. Your application needs a valid policy from a Turkish-licensed company. Foreign policies, including the comprehensive European cover you may already pay for, are no longer accepted for the permit itself. Budget for a local policy as a fixed cost of residency.

The second is DASK, the compulsory earthquake insurance (Zorunlu Deprem Sigortası) run by Turkey's Natural Disaster Insurance Institution. Every residential property with a Tapu must carry it. You need it for utility connections and as part of the paperwork that sits behind your permit, so treat it as part of owning the home rather than an optional extra.

Timeline, Fees and What You Pay to Stay

Once your documents are submitted, the Directorate has a statutory window of up to 90 days to decide. In practice most files clear in 30 to 90 days, and the physical card arrives roughly one to three weeks after approval. Add the three-to-six-week appointment wait in Istanbul and you can see why patience is the main qualification.

The money side has several moving parts, and the figures here are approximate because some 2026 sources disagree and reciprocity rules differ by nationality.

The card fee figure is genuinely inconsistent across 2026 sources, so confirm the current number before you budget tightly. Nationality-based permit fees also swing widely under the reciprocity principle, which means a Norwegian and a German neighbour can pay different amounts for the same permit.

Living on a Renewal Cycle

This is the part a relocation guide should dwell on, because it is the part you live with. The permit is not a one-time hurdle; it is a recurring rhythm.

Renewals run through the same e-ikamet portal, with a fresh biometrics appointment each time. The sensible move is to start about 60 days before your current permit expires, rather than letting it run to the wire. As long as the qualifying property stays in your name, the basis for renewal holds.

There is one shift between the first application and later renewals that catches people off guard. Renewals require income proof, including stamped Turkish bank statements for the last three months. This applies even to nationalities that were exempt from income proof at the initial application, a group reported to include EU and Schengen citizens, plus US, UK and Canadian nationals. In plain terms: at renewal, Turkey wants to see that you can support yourself locally, so keeping an active, funded Turkish bank account becomes part of your ordinary life, not just a one-off task. This exemption-at-first, proof-at-renewal split is reported mainly by specialist legal blogs, so check the live e-ikamet checklist for your own nationality before you rely on it.

The quiet failure mode is selling the home. A property-based permit is valid only while the qualifying property stays registered in your name. Sell it, and the permit will not renew on that basis. If your long-term plan involves trading up to a different flat later, plan the timing carefully so you are not left without a qualifying property between sales.

The Closed-District Trap

If there is one rule in this entire guide that can quietly sink an otherwise perfect plan, it is this one. Turkey limits how many foreigners can register an address in a single neighbourhood, the mahalle. Once the share of foreigners in that neighbourhood passes a population cap, the area is declared closed, and no new foreign address registrations are accepted there. A residence-permit application at a closed address is simply rejected.

The cap reported for 2026 is 20% of the neighbourhood's population, though the regulation has historically used 25% and the figure has moved over time, so confirm the current cap for your province rather than trusting a round number. By 2025 roughly 1,169 neighbourhoods were reported closed across Turkey, a snapshot that keeps shifting as areas cross or drop below the line.

Three details make this rule dangerous for buyers:

• It is decided at mahalle level, not by city or district. The neighbourhood is the unit that counts.
• The status is checked at the moment you submit your documents, not when you bought the property. A flat bought in an open area that later closes will not produce a permit at that address.
• The list is long and changeable. In Istanbul, districts reported as fully closed include Avcılar, Bahçelievler, Bağcılar, Başakşehir, Esenler, Esenyurt, Fatih, Küçükçekmece, Sultangazi and Zeytinburnu, with partial closures in parts of Beşiktaş, Beyoğlu, Şişli and Sarıyer. Closures reach well beyond Istanbul too, into Antalya, Mersin and Muğla, the coastal areas Scandinavians most often choose.

The practical lesson writes itself. Because the check happens at application and not at purchase, verify that your target mahalle is open before you buy. A USD 200,000 home in a now-closed neighbourhood is still a fine home, but it will not hand you a permit at that address, and that is an expensive surprise to discover after signing. Because closures move, confirm the live status against the PMM record for the exact mahalle close to the moment you apply.

A Resident's Mindset, Not a Tourist's

The property residence permit rewards people who treat Turkey as somewhere to live rather than somewhere to visit. The pieces fit together once you see them as a routine: own a qualifying home, keep it insured with DASK, hold a Turkish health policy, maintain a funded local bank account, and renew calmly on the e-ikamet portal a couple of months before each expiry.

None of it is exotic. It is the ordinary admin of being a resident, much like the paperwork you already handle in Oslo or Stockholm, just in a warmer climate and a different language. Get the mahalle right, get the documents translated properly, and the rest becomes a rhythm you barely notice, the background hum behind morning coffee on the balcony.
